Welcome ! Welcome to the Circle Oaks County Water District - established in 1964. We are a small water district in Napa County currently providing 189 customers in the community of Circle Oaks and surrounding properties with water and sewer service. Our water supply comes from vertical and horizontal wells that are supplied by underground springs. Our goal is to provide our customers with the highest quality water and reliable service. Infrastructure Upgrade Alert: Converting Standpipes to Fire Hydrants Project
The Hydrant Upgrade Project is scheduled to occur from October 24, 2011 through January 6, 2012. Your water service will be interrupted when our contractor performs hydrant work in your portion of the subdivision. 48 hours in advance of a water service interruption. was struck by a delivery truck midday on Saturday, May 1st. The
accident caused approximately 20,000 gallons of water to flow into the
greenbelt between Country Club Lane and Sunny Hill Lane. Water service
to customers along the western edge of the subdivision was interrupted
for three hours because of the accident. Our facility operator,
Phillips and Associates, implemented actions to eventually limit the
problem to the immediate area surrounding the accident site. Repairs to
the standpipe were completed by 5:00 PM that day. Service to the
remaining few customers was also restored by 5:00 PM. District
operations returned to normal by late Monday night.
Restitution is being sought from the delivery company's auto insurance for the costs incurred by the District in this incident. _______________________________________________________________ * * * * * EFFECTIVE TUESDAY, MAY 5, 2009: * * * * *
WATER FILTRATION PLANT REPAIRS COMPLETED The District's water filtration unit was recently overhauled to replace the multiple layers of media that create clean drinking water for our customers. The Alert to COCWD customers issued on December 1, 2008 is no longer in effect.
The COCWD Board of Directors and staff appreciate your increased water conservation efforts and your full cooperation to reduce the water processing demands placed on the filtration plant during the overhaul project.
Once the summer season arrives, customer water use increases. Continuing to practice water conservation efforts throughout the year helps you save money. The two hour workshop follows the District's monthly Board of Director's meeting that will start at 5:30 PM.

The District's Public Relations (PR) Committee recently published and mailed to District customers and to Circle Oaks unimproved lot owners a Circle Oaks County Water District's 2008 Assessment District Election brochure. Please refer to the brochure for final and fully accurate information regarding the proposed Assessment District.
The $590 amount per parcel referred to in the brochure [two installments of ~$295 (or less) per parcel on their bi-annual property tax bill] is the correct amount that owners of the 340 assessed parcels would pay for the infrastructure improvements to be constructed through the Assessment District. * * * * * Effective April 18, 2007 * * * * * The Water and Waste Water Systems for the Circle Oaks County Water District have been determined to be able at this time to safely accommodate additional connections. Lot owners are being directed to start the process of becoming subdivision residents in newly constructed homes by submitting building plans to the Architectural Committee of the Circle Oaks Homes Association. |
