Powers and Functions: Maintain, survey, and research water supplies.
Formation: Unincorporated territory or partly within unincorporated and partly within incorporated territory, and may be within one or more counties that need water conservation services; territory does not need to be contiguous.
3, 5 or 7 Directors, elected by resident voters to 4 year terms.
